What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Asylum (refugee status) under Tajikistan's national Law On Refugees; Tajikistan has acceded to the 1951 Refugee Convention and its 1967 Protocol.

People seeking refugee status who fled their country and fear returning there; their claims are examined at an interview with an official of the Department on Citizenship and Work with Refugees, with each adult family member interviewed separately.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Asylum can be requested inside Tajikistan or at a border entry point (airport, land crossing) by a written application submitted in person (an authorised representative may apply if the person cannot for health reasons, with a medical certificate). Legal entrants apply to the Department on Citizenship and Work with Refugees (DCWR) of the Passport Registration Service, Ministry of Internal Affairs, within one month of arrival; irregular entrants must report to State Border Protection bodies within 24 hours, which forward the application within three days. Application offices: DCWR, 2 Abai Street, Dushanbe, and the Passport Registration Service, Khujand.

What happens after the request: registration, family handling, major support and rights where officially stated?

Authorities decide within 10 working days whether to register the claim; if registered, an Asylum-Seeker Certificate valid 3 months (renewable) is issued. Each adult family member is interviewed separately; a decision is due within 6 months of registration. Asylum-seekers may stay legally, are protected from deportation, may access emergency medical care, enrol children in school and work, but must live only in areas permitted by Government Resolution No. 325 (which bars asylum-seekers and refugees who arrived after 2000 from certain areas).

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is the Ministry of Internal Affairs, responsible for asylum matters and refugee legislation. UNHCR's legal partner NGO Inson va Adolat (Dushanbe) gives free legal, social and counselling help. UNHCR states that its services are always free, that no one should pay or give favours for assistance, and that anyone offering resettlement, assistance or documents for money should be reported.
