Which family relationships qualify?

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

If the person joined is an ROC citizen with household registration, a Household Registration Certificate issued within 3 months is required. If the person joined is an ROC citizen without household registration, a foreigner with an APRC or ARC, a Hong Kong or Macau resident or a Mainland Chinese citizen, the original and a photocopy of their Certificate of Residence, APRC, ARC or other NIA residence permit is required, valid for more than 6 months; a dependant who holds an ARC for joining family is ineligible to be joined.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The original and a photocopy of the birth certificate showing both parents' full names, authenticated by an ROC overseas mission; proof of the parents' marriage (for children/grandchildren of a household-registered ROC citizen, a Household Registration Certificate issued within 3 months showing the parents' marriage; otherwise proof of marriage from the competent authorities); where parents are divorced, the child may only join the custodial parent and proof of custody is required; a child joining grandparents needs a letter of authorisation signed by the father, mother or legal guardian.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applicants outside Taiwan are advised to apply at an ROC overseas mission; those who entered on a Visitor Visa may apply for the Resident Visa 8 work days before their stay expires at BOCA or its Central, Southwestern, Southern or Eastern Taiwan Offices without leaving Taiwan, and processing inside Taiwan takes 8 work days. After the Resident Visa, the holder must apply at NIA local service centres for an Alien Resident Certificate within 30 days from the day after arrival and a Re-entry Permit within 30 days from visa issuance; the duration of stay is noted on the ARC. The official source does not state the rights conferred or a path to independent status.
