Which family relationships qualify?

The spouse and any underage children of an alien whose application for permanent residency was approved based on investment immigration may also apply for permanent residency themselves (Article 15 of the Regulations Governing Visiting, Residency, and Permanent Residency of Aliens).

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The dependant applies at the NIA service station for the place of residence; the fee is NTD 10,000 and an Alien Permanent Resident Certificate is issued on approval. Permanent residents may make multiple re-entries with the certificate and a valid passport. If the principal's permanent residency is revoked or invalidated under the Act for the Recruitment and Employment of Foreign Professionals or Article 33 subparagraphs 1-3 or 8 of the Act, the accompanying applicants' permanent residency is revoked or invalidated at the same time. No route to independent status or citizenship is stated.
