For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A landing visa (visa on arrival) is available to holders of emergency or temporary passports with more than six months' remaining validity who are nationals of countries eligible for visa-exempt entry, except the United States of America.

What short-visit purposes does this route cover?

The landing visa covers purposes that do not require a permit, such as tourism, visiting friends or relatives, social visits, conducting business, attending exhibitions, fact-finding missions and international exchanges; activities requiring a permit still need that permit, and purposes requiring qualifications (e.g. religious work) need a visa from an overseas mission before entry.

    Nationals who have entered Taiwan (ROC) on Landing Visas for purposes that do not require a permit – such as tourism, visiting friends or relatives, social visits, conducting business, attending exhibitions, fact-finding missions, and international exchanges – who then intend to engage in activities that, according to the laws and regulations of relevant agencies, do require a permit must still obtain such a permit. Passport valid at least six months with blank pages; confirmed return ticket, or onward ticket and visa for the next destination, with confirmed seat reservation; application form with two photos; visa fee NT$1,600 plus handling fee NT$800; no criminal record. An online immigration arrival card must be completed within seven days before arrival.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

At Taoyuan Airport, apply at the Bureau of Consular Affairs Taoyuan Airport Office; at Songshan, Taichung or Kaohsiung airports, obtain a temporary entry permit from the NIA Border Affairs Corps and then apply for the visa as soon as possible at the Bureau of Consular Affairs or a Ministry of Foreign Affairs branch office. The stay is not extendable and normally cannot be converted to a visitor or resident visa.

    Passengers entering Taiwan (ROC) through the Taiwan Taoyuan International Airport may apply for a landing visa at the Taoyuan Airport Office of the Bureau of Consular Affairs, located within the airport. Passengers who enter Taiwan (ROC) through the Taipei Songshan Airport, the Taichung International Airport and the Kaohsiung International Airport shall apply for "temporary entry permit" at Border Affairs Corps of National Immigration Agency.
