How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applicants in Hong Kong or Macao apply through the Taipei Economic and Cultural Office (or other designated bodies), which forwards to the NIA; applicants overseas apply through ROC missions; the application must be made in person (not online). A multiple-entry permit valid for one year is issued; each stay is six months, extendable once by no more than six months, with a maximum total stay of one year per permit; fee NT$1,000. The official source does not state the family member's rights, such as work, or any route to longer-term status.
