Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Protection is requested in-country directly with UNHCR, which registers all non-Syrian nationals who wish to seek asylum in Syria: the person must first register with UNHCR by calling the nearest UNHCR office to schedule an appointment; registration centres are in Damascus, Aleppo, Tartous, Homs and Qamishli. After registration UNHCR may call the person for a Refugee Status Determination interview.

Which competent authority, UN body or official assistance channel should the person use?

UNHCR's RSD line in Syria is 0988 005 086, Sunday to Thursday 8:30 am-4:00 pm, for general RSD questions; for long-pending cases the same number is available on Sundays and Tuesdays only, 9 am-3 pm, quoting the file or case number. UNHCR warns that all its services are free, to beware of scammers and fake accounts, never to share UNHCR registration or bank data with anyone offering assistance, resettlement or cash, and that UNHCR Syria does not provide resettlement to Syrians.
