What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Resettlement: unlike the regular asylum procedure in Switzerland, SEM assesses in the first-asylum country whether a candidate meets all preconditions for resettlement to Switzerland. It is not an ordinary visa application.

Which population, circumstances or geographic group does the mechanism cover?

Refugees recognised by UNHCR with a special protection need that cannot be met in the first-asylum country, willing to integrate in Switzerland and not subject to exclusion criteria. UNHCR treats as particularly vulnerable survivors of violence and/or torture, people with medical needs, women and girls at risk, people with legal and/or physical protection needs, children and adolescents at risk, and people with family ties to the resettlement state.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Referral, not direct application: UNHCR first determines whether the person meets the basic resettlement conditions and sends candidate files to SEM. During selection missions in the first-asylum country SEM interviews all candidates above 14, assesses protection needs and willingness to integrate, verifies identity and checks exclusion grounds. If all preconditions are met, SEM organises the transfer with UNHCR and IOM.

What happens after the request: registration, family handling, major support and rights where officially stated?

On arrival, resettlement refugees are granted asylum under Article 56 of the Asylum Act. They are allocated to cantons in proportion to population (Article 21 of Asylum Ordinance No. 1), and host cantons are informed early about their state of health and other details. The official source does not state family handling, support or rights after arrival.

Which competent authority, UN body or official assistance channel should the person use?

The channel is UNHCR together with SEM: SEM carries out selection and reception in first-asylum countries in close cooperation with UNHCR, and prepares entry with UNHCR and IOM.
