What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Temporary admission (Permit F) for recognised refugees who are refused asylum on the grounds in Articles 53 and 54 of the Asylum Act — refugee status without asylum.

Which population, circumstances or geographic group does the mechanism cover?

Refugees who are not granted asylum because they are unworthy of it due to serious misconduct, have violated or endanger Switzerland's internal or external security, or are subject to a criminal-law expulsion order (Art. 53 AsylA); or because they became refugees only by leaving their country or through their conduct after departure (subjective post-flight grounds, Art. 54 AsylA).

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

There is no separate application: it arises within the asylum procedure. An asylum application can be made orally or in writing at any Swiss border post or at airport border control, and most are filed at a federal asylum centre. SEM examines refugee status and, where asylum is not granted but removal is not possible, permitted or reasonable, SEM orders temporary admission.

Which competent authority, UN body or official assistance channel should the person use?
