Which citizenship, status or regional agreement creates the person's right to move/reside?

EU/EFTA citizenship under the free movement of persons: the Agreement on the Free Movement of Persons applies to any national of an EU or EFTA state, and thanks to freedom of movement EU/EFTA citizens can work in Switzerland; EU/EFTA cross-border commuters are EU/EFTA nationals who reside in an EU/EFTA member state and work in Switzerland (employed or self-employed).
