What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is temporary protection under the EU Temporary Protection Directive: a residence permit with temporary protection for people who have fled the war in Ukraine.

Which population, circumstances or geographic group does the mechanism cover?

It covers people who have fled the war in Ukraine: Ukrainian citizens, people who had international or equivalent national protection in Ukraine before 24 February 2022, and accompanying family members of either group. The person must have lived in Ukraine and left because of the war on or after 24 February 2022; people already legally in Sweden before 22 December 2023 may still be covered. Men aged 23 to 65 applying for the first time on or after 5 August 2026 must show they have fulfilled Ukrainian military obligations or are exempt.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

It is a direct application to the Swedish Migration Agency, made in the e-service; first-time applicants can also apply by visiting a Swedish Migration Agency Service Centre, and those who cannot use the e-service must apply in person at the Agency. A TPD permit from another EU country does not automatically apply in Sweden; the person must apply to the Swedish Migration Agency.

What happens after the request: registration, family handling, major support and rights where officially stated?

Family members who came to Sweden with the applicant can be included in the same application and need not be Ukrainian citizens. After applying, the applicant receives an email confirmation and each person a letter with case number stating entitlement to accommodation and financial aid while registered at a reception unit. Those who cannot arrange housing are entitled to Migration Agency accommodation, and those without money may get financial aid. Checking entitlement usually takes a few weeks. To receive a residence permit card, applicants are photographed and fingerprinted. Persons aged 16 or older granted a permit may work, and children may attend school.

Which competent authority, UN body or official assistance channel should the person use?

The competent authority is the Swedish Migration Agency. The page warns that people fleeing the war in Ukraine are at particularly high risk of exploitation, violence and human trafficking, especially women and children; victims should notify the police (112 in emergencies, +46 77 114 14 00 otherwise).
