Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The person in Sweden must have Swedish or Nordic citizenship, a permanent residence permit, permanent residence card, permanent right of residence, permanent residence status, or a temporary residence permit as a refugee, person in need of subsidiary protection, or due to exceptionally distressing circumstances.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Spouses or registered partners attach a marriage record, marriage certificate or equivalent, plus proof of registration if the marriage is registered in the country of origin; a population registration certificate or similar showing the applicant is unmarried is listed. Couples who have lived together attach documents showing a shared home, such as a rental agreement with both names or bills showing the shared address. At the interview the applicant answers questions about the relationship.

What important financial, accommodation, insurance or maintenance responsibilities apply?

The person in Sweden must be able to support both partners and have a home large enough for both; some people are exempt. A Swedish-citizen partner need not meet the maintenance requirement if the relationship is well-established, unless children who are not theirs will move too. Applicants from within Sweden are not entitled to care and must pay care costs themselves. The official source does not state the income amount or housing standard that satisfies the maintenance requirement.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The applicant fills in the application, attaches documents and chooses the embassy or consulate-general for the interview; the partner in Sweden receives a questionnaire on income, housing and the relationship, to be answered within 14 days. The permit is granted for a maximum of two years, never longer than the passport is valid, and can be extended; it gives the right to work and study. The official source does not state how the permit can become independent of the relationship or lead to longer-term status.
