Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The relative in Sweden must hold either a permanent residence permit or a temporary residence permit due to a need for protection or exceptionally distressing circumstances, with a well-founded prospect of being granted a residence permit for a longer period. The application must be made by an adult with the legal right to represent the child in the child's country of origin.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

The child and relative must have lived together in the country of origin immediately before the relative moved to Sweden, and must be socially and emotionally dependent on each other beyond usual family dependence (not solely financially), a dependence that already existed in the country of origin. The application must include documents showing legal right to represent the child, certificate(s) of mutual dependency, documents showing how the child and the person in Sweden are related, and documents showing they lived together before the move.

What important financial, accommodation, insurance or maintenance responsibilities apply?

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application is filled in with the required documents, naming an embassy or consulate-general for the interview, and must be submitted as soon as possible after the relative is granted their permit (late applications, or dependence that arose after the move, generally lead to refusal). The child can be granted a permit for a maximum of two years (never longer than the passport is valid), which can be extended; a granted permit gives the right to live and work in Sweden while valid.
