Which citizenship, status or regional agreement creates the person's right to move/reside?

Under the Convention between Spain, France and Andorra on the entry, movement, residence and establishment of their nationals (Brussels, 4 December 2000), Andorran nationals may enter and stay in Spain for up to ninety days without a visa, and the conditions of establishment applied to Andorran nationals in Spain must be at least as favourable as those Spain applies to nationals of EU Member States.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

Employees may, once established, carry out any salaried professional activity on the same terms as nationals; students have access to education on the same terms, with sickness, maternity and accident cover and sufficient resources; non-economically active persons are subject to the conditions of host-State law, in particular resources, plus sickness, maternity and accident cover; liberal professions are governed by host-State law.

What entry, registration or residence-document formalities remain?

For stays of up to ninety days, no visa is needed, only a valid national ID card, passport or other travel document. For residence of more than ninety days, the Andorran national must hold a residence authorisation whose validity is fixed by host-State law; on renewal, authorisations last at least as long as those they replace.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

The spouse and descendants under twenty-one or dependent, and the dependent ascendants of the permit holder and spouse, may obtain residence with a legally established permit holder; for students and non-economically active holders, the family must have sufficient means and social coverage; ascendants do not apply to students; family permits have the same nature and duration as the holder's; not applicable to temporary or frontier workers.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

Andorran nationals may reside and work indefinitely in Spain on the same terms as Spaniards after residing legally and continuously in Spain for five years, or in the other cases in Article 183 of the Regulation of Organic Law 4/2000 (national long-term residence permit). Continuity is not affected by absences of up to six continuous months totalling no more than ten months within the five years, unless the departures were irregular; for work-related absences the limit is up to six continuous months totalling no more than eighteen months within the five years; duly justified force-majeure absences are assessed individually.
