Limits of the record
  • Searched the Passports and Immigration Act 2011 for rules on which residence counts toward a Special Residence Permit; the only text is s.19(1), already cited by the protected answers r1/r2 of this route. Nothing else in the sources.

What absence/continuity rules affect accumulation of the qualifying residence period?

A Special (or Ordinary) Residence Permit is forfeited if the holder is continuously absent from South Sudan for more than six months, unless a return visa was obtained before departure; if the continuous absence exceeds one year, the permit is forfeited regardless of any visa granted, though the alien retains the right to apply for a new residence permit.

  • Passports and Immigration Act, 2011, section 21(1)
An Alien who has been granted a special or ordinary residence permit shall forfeit it if he or she has been continuously absent from South Sudan for a period exceeding six months, unless he or she has obtained a return visa to re-enter before departure.
  • Passports and Immigration Act, 2011, section 21(2)
If the period of continuous absence of an alien with a special or ordinary residence permit exceeds one year, the residence permit shall be forfeited, notwithstanding the grant of a visa. This forfeiture, however, shall not prejudice the right of the alien to apply for a new residence permit.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

A Special Residence Permit is valid and renewable for further five-year periods. The official source does not state other conditions or the application procedure.
