What exactly is the official special programme/status and why does it exist?
A statutory deemed-permission status under the Entry Control Ordinance 2022: Schedule 2 Part A covers persons who have deemed permission to enter the Territories for work or work-related reasons, and the Government treats persons with deemed permission under section 9 as not requiring an Entry Permit. Government policy lists in this class: any person employed in the civil service of the Crown in right of the Government of the United Kingdom who is required in the course of that employment to work in the Territories.
