What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Refugee status recognised after an asylum application and Refugee Status Determination: the decision is either recognition of refugee status or rejection; if accepted, a recognition letter is issued and the person can then apply for a Refugee ID card.

Which population, circumstances or geographic group does the mechanism cover?

It covers persons forced to flee their country of origin because of a well-founded fear of persecution for reasons of race, religion, nationality, political opinion or membership of a particular social group. Prima facie refugee status is provided to refugees and asylum-seekers arriving from Yemen in all states of Somalia; in Somaliland it is also extended to Afghans, Syrians and Palestinians; all other nationalities must undergo individual RSD.

Protection is requested in person by presenting oneself to the registration authority for the location: the National Commission for Refugees and IDPs (NCRI) at federal level for southern and central Somalia; the National Displacement and Refugee Agency (NDRA) in Somaliland; and the Human Protection Department of the Ministry of Interior, Federal Affair and Democratization (HPD-MoIFAD) in Puntland.

What happens after the request: registration, family handling, major support and rights where officially stated?

Registration forms the legal basis for legal stay in Somalia, gives access to public services and assistance, and protects against forced return. Applicants are invited to a Refugee Status Determination interview unless from a country granted prima facie status on registration. RSD decisions are normally issued within three months of the interview but can currently take longer due to high numbers of applications; pending a decision the applicant may stay in Somalia and is protected against refoulement. If an applicant misses three consecutive RSD appointments and does not contact UNHCR within six weeks of the initial appointment, UNHCR considers the application abandoned and closes the case. Those initially found not to be refugees can appeal.

Which competent authority, UN body or official assistance channel should the person use?

Registration is conducted by the government counterpart in partnership with UNHCR. UNHCR warns applicants who lack identity or civil documents not to produce fraudulent ones and to explain the lack of documents during the interview.
