Which population, circumstances or geographic group does the mechanism cover?

It covers persons forced to flee their country of origin because of a well-founded fear of persecution for reasons of race, religion, nationality, political opinion or membership of a particular social group. Prima facie refugee status is provided to refugees and asylum-seekers arriving from Yemen in all states of Somalia; in Somaliland it is also extended to Afghans, Syrians and Palestinians; all other nationalities must undergo individual RSD.

Asylum is requested in person by presenting oneself to the registration authority for the location: the National Commission for Refugees and IDPs (NCRI) at federal level for southern and central Somalia; the National Displacement and Refugee Agency (NDRA) in Somaliland; and the Human Protection Department of the Ministry of Interior, Federal Affair and Democratization (HPD-MoIFAD) in Puntland. Registration is conducted by the government counterpart in partnership with UNHCR.

What happens after the request: registration, family handling, major support and rights where officially stated?

During registration, information on the applicant, family members and relatives in Somalia and abroad is collected. After registration the applicant receives documentation allowing stay in Somalia until the decision (where an individual claim is lodged) and access to services of the Federal Government, Federal Member States, UNHCR and partners. Applicants are then invited to a Refugee Status Determination interview unless they come from a country granted prima facie status on registration. Pending a decision the applicant may stay in Somalia and is protected against refoulement; those initially found not to be refugees can appeal.

Asylum registration is done by the government counterpart in partnership with UNHCR: the National Commission for Refugees and IDPs (NCRI) at federal level for southern and central Somalia; the National Displacement and Refugee Agency (NDRA) in Somaliland; and the Human Protection Department of the Ministry of Interior, Federal Affair and Democratization (HPD-MoIFAD) in Puntland. UNHCR warns applicants not to produce fraudulent documents if they lack them; the lack can be explained at interview.
