Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?
The foreign-national sponsor must be legally resident in Solomon Islands under a valid residence visa. The 2026 delivery policy’s scope paragraph names an employment-visa holder, but its substantive Foreign National Dependant section expressly includes a valid resident visa, for example employment or a long-term visa. Form 17 lists long-term employment, provisional investor, established investor and special-purpose visa holders as sponsors, alongside citizens using the separate citizen-family category. The form requires the sponsor to provide accommodation and living expenses, ensure compliance with visa conditions and ensure departure before expiry. This is not evidence that employment holders are the only eligible sponsors.

Limits of the record- The policy does not enumerate every long-term category and Form 17 predates the new 2025 regime described in the policy. Continued category-by-category acceptance of provisional-investor, established-investor and special-purpose sponsors is not conclusively reconciled. The two policy passages should not be reduced to an employment-only rule.

Executive Summary
This policy developed in responding to the GREAT Coalition policy directives to strengthen migration,
border security and territorial sovereignty. The Government emphasized Immigration reform and border
modernization to advance electronic visa system. Border modernization aiming to stream line visa
process for the purpose of ease of travel and aligned to international standards and best practises.
Immigration has introduced an electronic Border Management System (BMS) to lawfully facilitate evisa for non-citizens who wish to enter and reside in the Solomon Islands. Solomon Islands has
established e-Visa Application Portal for vis applications. Immigration mandated under section 92 (1)
of the Immigration Act 2012, declaring Minister to authorise Immigration to process, facilitate and made
decisions for visa electronically. This includes collection of identity, contacts, travel history, and digital
data to process visa applications. Visa applications usually lodged and facilitated online, processed and
approved electronically. However, applications for Visas are processed and approved online and paid
electronically.
The new visa regime consisted of short-term and long-term visa categories for non-citizens under the
new Immigration Regulation 2025. The Minister for Immigration has repealed the concessional
arrangement under the Act to issue visas to non-citizens on arrival. Therefore, the concessional
arrangement replaced with thirty-four (34) visa categories. The existing new visa categories are valuable
online. This is strategically to strengthen and providing enabling environment for border protection,
legitimate migration, trade, investment for Solomon Islands.
Introduction
Solomon Islands Immigration is committed to safeguarding borders and territorial sovereignty by
introducing electronic border management system (BMS). This is in response to emerging border
security threats and migration complexity. Solomon Islands BMS successfully launched in October 2025
in operation successfully. As the department transitions to digital visa processing, maintaining public
trust through transparent and accountable process. This policy provides a comprehensive framework
detailing how visa applications is facilitated online and issued. The e-visa system is guided by this policy
as key driver to make visa decisions online to ensure that visa processes and practises meets international
standards and best practices.
However, since repealing the concessional arrangement under the Immigration Act Immigration
introduced the Border Management System. The Border Management System provided capability
environment to process visas online, remit payment online, process cross-border crossing, provide
reports, record information and movements.
Purpose of the Family Relationship Visa policy
The purpose of the Family Relationship visa policy is to:
a) Guide Family Relationship visa as a framework outlining the detail process for Foreign National
Dependant and Accompanying Relationship visas categories.
b) Provide guide for Foreign National Dependant Visa and Accompanying Family Relationship
travellers to understand the tourist and business conditions, fees and visa holder eligibility.
c) Support with visa information for applicants as self-explanatory framework relating to new Visa
Regulation 2025 and the Immigration Act, 2012.
d) Explain the process of online electronic visa payments.
e) Clarify the application for Family Relationship visa 14 working days

Scope of Family Relationship Visa categories
This policy applies universally to all users, applicants, sponsors, employers, and administrators
interacting with the Online Visa Application Portal System. The scope encompasses all information
relating to Family Relationship visa categories, which includes:

Applicant Submissions: Explicitly filled text fields detailing the identity, contact information,
and travel history.
•
Foreign National Dependant Visa: Visa holder is a foreign dependent national whose sponsor is
non-citizens of Solomon Islands and valid holder of employment visa residing in Solomon Islands.
•
Family Relationship Visa: This visa is suitable for family members, mother, father, sibling who
either the parents’ citizens of Solomon Islands.
•
Age limit of Family Relationship Visas: The age limit for children is 18 years. Children
above 18 years not eligible, but to apply for appropriate visa under the visa categories.

The collection, storage, and processing of personal data under this policy are dictated by the statutory
obligations of Solomon Islands Immigration. While specific data processing occurs via secure
government infrastructure and trusted cross-border payment networks, all operational functions strictly
align with:

visa eligibility, identity verification, and border security fraud prevention.

government records and dictating the timelines for final, secure data disposal.

Family Relationship Visa Policy
Solomon Islands Immigration recognize family is the Pacific cultures and applications in the Solomon
Islands society. It is also prescribed in the Constitution of Solomon Islands section 22 describing citizens
and directing this policy to recognize a member of family in the Solomon Islands context.
Although family relationship visa has broader definitions and application under the Immigration Act
2012 should give clear direction and application of the two-family visa categories, the Foreign National
Dependant and Family Relationship visa. The application and definitions helped to identify difference
between the visa categories.

Foreign National Dependant Foreign visa
This visa is for dependents (spouse and children) of individuals legally residing in the Solomon Islands

FAMILY AND FOREIGN NATIONAL DEPENDANT SPONSORSHIP FORM
Form 17 (Regulation 84(c))
This sponsorship form is to be completed by individuals who are either a Solomon Islands citizen, holder of a long-term employment
visa, provisional investor visa, established investor visa or a special purpose visa who wish to sponsor a dependant for a stay in the
Solomon Islands. Dependant is defines as a spouse, child under the age of 18 years old or a person whom the Permanent Secretary of
the Ministry of Commerce, Industries, Labour and Immigration is satisfied is ordinarily dependent on the sponsor.
By completing this sponsorship form, you, the sponsor, hereby agree to the terms and conditions contained in this sponsorship. This
includes providing accommodating, living expenses, ensuring that the person(s) being sponsored abides by the conditions of the visa
and ensuring that the sponsored person(s) departs the Solomon Islands before the expiry of their visa.
If the sponsor fails to comply with the sponsor obligations, they commit an offence that could result in a fine not exceeding 5,000
penalty points and/or a term of imprisonment not exceeding 6 months under section 26 of the Migration Act 2012.
In addition, if the information provided in this sponsorship is subsequent found to be false and misleading then the sponsor will be
subject to prosecution and could face a fine not exceeding 5,000 penalty points and/or a term of imprisonment not exceeding 6 months
under section 27 of the Migration Act 2012.
