Which family relationships qualify?

Spouse or partner in a civil partnership/union; descendants up to age 21; descendants of the spouse/partner (or long-term partner) up to 21; descendants over 21 and ascendants whom the EU citizen (or the spouse/partner) must maintain under their national law or actually maintains; ascendants of the EU citizen until the latter is 21.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

A citizen of the EU residing in Slovenia on a residence registration certificate or a permanent residence registration certificate, or a Slovenian citizen with a registered residence in Slovenia.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Visa-free family members may stay up to 90 days in any 180-day period (visa holders until the visa expires) and must apply for the permit before that period ends; the application can only be filed at an administrative unit in Slovenia (not at a mission abroad), and a certificate valid as a temporary permit is issued until the final decision. The permit is issued for five years and can be extended. The official source does not state the family member's work rights or a path to independent status.
