Non-EU family members may reside without a permit for 90 days from entry; for a longer stay they must apply for a family-member residence permit before the 90 days end, with proof of health insurance, sufficient resources and no criminal conviction (insurance and resources not needed if the EU citizen works, is self-employed or provides services in Slovenia).
Non-EU family members may reside in the territory of the Republic of Slovenia without a residence permit for three months (90 days) from the date of entering the country. For a longer stay, they must apply for a residence permit for family members prior to the expiration date of the authorised 90-day stay. The application must be supported by documents proving that the applicant has health insurance, sufficient economic resources and no criminal conviction in their home country. If the EU citizen works, is self-employed or provides services in Slovenia, the requirements to submit proof of health insurance or sufficient economic resources do not apply. The same rule applies to family members who are family members of Slovenian nationals.
The application (form for issue/extension of permanent residence for a family member of an EU/Slovenian citizen) is lodged with the administrative unit, in person, by post or by e-form/e-mail.

Family members may apply for permanent residence after five years of lawful and continuous residence in Slovenia, provided there is no well-founded suspicion that their residence endangers public order or security. Continuity is kept despite absences of up to six months a year, once up to twelve consecutive months for important reasons (pregnancy, childbirth, serious illness, study, vocational training, posting abroad), or for military service. The official source does not state the rules for retaining or losing permanent status.
Za dovoljenje za stalno prebivanje družinski člani lahko zaprosijo po zakonitem in neprekinjenem petletnem prebivanju v Republiki Sloveniji.
Pogoj je, da ne obstaja utemeljen sum, da bi njihovo prebivanje v Republiki Sloveniji pomenilo nevarnost za javni red ali varnost države.
Pogoj petletnega neprekinjenega zakonitega prebivanja je izpolnjen tudi, če je bil družinski član v tem obdobju odsoten iz Republike Slovenije: za največ šest mesecev na leto; enkrat do največ dvanajst zaporednih mesecev iz pomembnih razlogov, kot so nosečnost, rojstvo otroka, resna bolezen, študij, poklicno usposabljanje, napotitev na delo v drugo državo; zaradi služenja vojaškega roka.
