Which family relationships qualify?

Family members include in particular the Blue Card holder’s spouse or unmarried (common-law) partner; minor unmarried children of the holder or of the spouse/partner; adult unmarried children whom the holder must maintain under the law of his country; and parents where there are justified reasons.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

An EU Blue Card holder residing and working in Slovenia on the basis of the Blue Card: type A (Blue Card issued in Slovenia) or type B (Blue Card first issued in another EU state plus a Slovenian mobility temporary residence permit).

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Proof of the family relationship with the Blue Card holder (e.g. marriage certificate, birth certificate) and proof that the holder has a valid EU Blue Card.

What important financial, accommodation, insurance or maintenance responsibilities apply?

General temporary-residence conditions under Article 33 of the Aliens Act (ZTuj-2) apply: valid travel document, appropriate health insurance, sufficient means of subsistence during residence in Slovenia, and no grounds for refusal (e.g. security reasons).

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The Blue Card holder files the form and evidence at an administrative unit or at a Slovenian mission; a certificate of the application is issued which acts as a temporary residence permit until decision; if filed at a mission the family member may enter Slovenia before the decision and must notify the administrative unit. The permit is issued for the validity of the holder’s Blue Card; afterwards the family member must leave or obtain another permit in time. Family members of Blue Card holders have the right to access the labour market. A path to independent or long-term status is not stated.
