Which travellers require a transit visa/permission and which officially documented exemptions are important?

Nationals of the Commonwealth of Independent States, Georgia, India, Turkmenistan and Ukraine, plus selected nationals of the People’s Republic of China (holding a PRC Travel Document, Hong Kong SAR Document of Identity, or Macau SAR Travel Permit, but not an ordinary, diplomatic, public affairs or service PRC passport), may use the Visa-Free Transit Facility instead of a transit visa.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

Transit travellers go to another country via Singapore without clearing arrival immigration, and Singapore has no specific regulations or requirements for them. ICA directs travellers who are unsure whether they must pass through immigration or can remain in the transit area to consult their airline.

Several low-cost carriers require passengers to clear immigration to collect onward tickets in the Departure Check-In hall; such travellers should ensure they fulfil all public health and entry requirements on the "Entering Singapore" page.
