For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Holders of travel documents issued by the listed countries/places need a valid Singapore entry visa to travel to and seek entry into Singapore: Afghanistan, Algeria, Armenia, Azerbaijan, Bangladesh, Belarus, Democratic People's Republic of Korea, Egypt, Georgia, India, Iran, Iraq, Jordan, Kazakhstan, Kosovo, Kyrgyzstan, Lebanon, Libya, Mali, Moldova, Morocco, Nigeria, Pakistan, Russia, Somalia, South Sudan, Sudan, Syria, Tajikistan, Tunisia, Turkmenistan, Ukraine, Uzbekistan and Yemen, plus refugee travel documents, alien's passports, Palestinian Authority passports, UAE temporary passports, Hong Kong DOI, Macao Travel Permits and PRC Travel Documents. The visa is a pre-entry permission, not an immigration pass; the Visit Pass is granted by ICA at entry and notified digitally as an e-Pass.

What maximum stay, rolling-period rule, validity and entry rules apply?

The period of stay is not tied to visa validity; it is determined by the duration of the Visit Pass issued as an e-Pass at the checkpoint on entry. Visitors can retrieve the e-Pass after arrival and check its validity with the Visit Pass validity tool. The official source does not state a maximum length of stay, rolling-period rule or number of entries.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

Travellers must hold a valid individually-issued travel document (collective documents not accepted) with at least 6 months' validity (except Singapore passports); submit the SG Arrival Card within 3 days before arrival (exceptions for airside transit and for Singapore citizens/PRs/long-term pass holders entering by land), failing which entry may be denied; present biometrics at immigration; and, as short-term travellers, have sufficient cash and proof of onward travel (tickets, visas) and not stay beyond the Visit Pass validity. Travellers from yellow-fever-risk countries in the previous six days must show a valid vaccination certificate, and currency/bearer instruments above S$20,000 must be declared.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

A visa, where required, must be obtained in advance: ICA does not accept visa applications at the immigration counters. To stay beyond the period granted, the visitor applies online through the e-Service for a Short-Term Visit Pass extension, subject to approval.
