What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

The application must be made while the approved temporary residence or single permit is still valid; on the three-year basis the window runs from 60 days before to the expiry date of that permit, and a timely applicant may stay until the procedure ends. It is made in person on the prescribed form to the competent authority for the registered residential or temporary residence address, with a passport or eligible ID card, photograph, proof of sufficient means of subsistence, health insurance, justification, registered residential address and fee payment. Permanent residence is approved by a decision; the person then provides biometric data and receives a foreigner ID card valid for five years and extendable on request, which is a document period, not the status.
