How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The parental permit is granted by the Gendarmeria - Ufficio Stranieri for one year, renewable for an equal period, under the same duration and renewal regime as the cohabitation permit. The official source does not state the rights attached to the permit or a path to longer-term status.
