What investment option or options qualify?

The Congress of State may grant elective residence to a foreigner who, not falling under Art. 17(1)-(2), makes and maintains in their own name, until the residence consolidates, one or both of the listed investment types in San Marino: one concerns a dwelling (which may also result from merging several property units); the other is placed in securities issued by the San Marino State or in a fund set up by the Eccellentissima Camera.

What official minimum amount, tier or threshold applies to each relevant option?

Option (a): purchase for consideration, at a price of not less than euro 500,000, of a building or part of a building for own or family housing, completed, to be renovated or in shell state; completion, renovation or demolition-and-reconstruction costs up to euro 150,000 may be counted toward that amount. Option (b): a non-interest-bearing deposit of at least EUR 600,000, tied for 10 years. Government charges are separate: an application processing duty of euro 1,000 when filing with the Department of Foreign Affairs, and a one-off EUR 10,000 tax when residence is granted under the deposit option.

The required deposit is non-interest-bearing, at least EUR 600,000 and tied for 10 years; a one-off EUR 10,000 tax is payable when elective residence is granted under this deposit option.

Which family members can be included where officially stated, and what broad residence/work rights result?

The elective-residence holder may apply to extend the status to the persons referred to in Article 16(3-bis), subject to a one-off EUR 20,000 payment for each secondary applicant. The official source does not state which family members these are or their residence or work rights.

The annual cap is 50 elective residences, excluding the family extensions identified in paragraphs 6 and 7. Ten years after registration in the resident-population register, elective residence is consolidated and the restrictions, duties and constraints specified by the article cease. The official source does not state how the status is renewed, a citizenship direction or what happens to the investment.
