What type of worker, employment situation, occupation or professional activity is this pathway actually designed for?

The route is for a non-citizen with a proposed employer in Samoa. The form asks for the proposed occupation and the category of worker: visiting business-person, short-term contract/consultant, long-term contract (more than 3 years) or other.

Does the applicant need a job offer, employer, sponsor, transfer relationship or other employer involvement? What is important about that employer relationship?

Yes. The employer must apply as the sponsor of the employee through the Employer Sponsorship form (MPMC101), which is attached to the permit application. As sponsor, the employer is liable for all costs and expenses incurred by the Government during the stay in Samoa, and travel out of Samoa, of the applicant and the dependants in the sponsorship form, and must notify the Immigration and Labour authorities of early termination.

What are the few decisive professional characteristics of the pathway: occupation, qualifications, experience, salary, skill level, shortage status, labour-market condition or equivalent?

The distinctive step is a labour-market decision: the application and Employer Guarantee form go to the Labour Ministry, which decides whether employment of a non-citizen is approved (the Ministry of Commerce, Industry & Labour recommends whether it is in Samoa's best interests); only then is the entry permit decided. The applicant supplies qualifications, employment references and copies of training and academic qualifications.

How long is the permission normally granted for, how is it renewed, and what longer-term residence direction exists if officially stated?

A temporary resident permit allows entry and re-entry during its currency and a stay of up to 3 years; if granted for employment, it will normally cover the full period of employment and include multiple re-entry powers. The Minister may grant further temporary resident permits, and an extension of stay is applied for on the Temporary Resident Permit extension form MPMC108 (section 16 of the Immigration Act 2004). The official source does not state a longer-term residence direction.
