What must actually exist or be demonstrated: business plan, company, innovation, clients, contracts, economic activity, job creation or other substance?

A registered business must exist: a new application requires a full business registration certificate (with a detailed CV, original police clearance from the country of residence of the previous six months and an application letter); renewal requires a copy of the trade licence (patente). No business plan, innovation, client, contract or job-creation evidence is listed for this sub-class (any other sector of the economy not mentioned in the Order).

A new Z2 permit is valid for two years; renewal requires a copy of the trade licence (patente). A Z2 entrepreneur who has already acquired a temporary resident permit at least twice and needs renewal applies as a recurring applicant (Z3-2), which requires a Rwanda Revenue Authority tax clearance certificate and is valid for five years. The official source does not state a longer-term residence direction.
