Which citizenship, status or regional agreement creates the person's right to move/reside?

The right does not come from a regional free-movement agreement in the cited sources: it is the S2 sub-class of the Class S temporary residence permit under Ministerial Order N°06/01 of 29/05/2019, for a foreigner residing in Rwanda within a border area who regularly exits Rwanda to work or do business in the border area of the bordering country.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

For S2, DGIE describes a foreigner living in a Rwandan border area who regularly exits to work or do business across the border. The general Article 18 rule allows a temporary resident to live with family, and the M2 class covers a foreign dependant of a temporary resident with the principal’s validity. Article 2 defines family as a legally married man and woman and their children under 18, or aged 18 to 25 while unmarried and in full-time education; other dependants require the recognition described in that article. The source does not provide an S2-specific family entitlement or independent work right for relatives.
