Which citizenship, status or regional agreement creates the person's right to move/reside?

The right does not come from a regional free-movement agreement in the cited sources: it is the S1 sub-class of the Class S temporary residence permit under Ministerial Order N°06/01 of 29/05/2019, for a foreigner residing within the border area of a country bordering Rwanda who regularly enters and exits Rwanda to work or do business.
