VOLUNTEER — P1, for voluntary work under an agreement with the Government of Rwanda or an international organisation: DGIE states a stay of up to one year (published wording: “Up to one years”). It lists renewal using a note verbale and MINAFFET recommendation. Article 18 provides the general temporary-permit framework for residence with family and activities authorised by the permit; a dependant of a temporary resident may use M2 with the principal’s validity. These are general family rules, not a P1-specific automatic family entitlement.
