What exactly is the official special programme/status and why does it exist?

N1 is a sub-class of the Class N temporary residence permit (non-governmental organisations) under Rwanda's Ministerial Order N°06/01 of 29/05/2019 on immigration and emigration; it exists to let a foreigner who is a founding member of an international NGO reside in Rwanda.

Access is activated by being a founding member of an international NGO that holds a registration certificate from the Rwanda Governance Board (RGB); a copy of that certificate is required with the application.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

The result is a temporary residence permit valid for two years, renewable, with renewal requiring (among other documents) a recommendation letter from the organisation. A temporary residence permit allows the holder to reside with his or her family for a specified period, and dependants of a temporary resident permit holder can receive an M2 permit with the same validity. What happens if the founding-member status ends is not stated.
