How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?
M1 has three years, with renewal provided for. DGIE links to Irembo for applications and lists an application letter, marriage certificate for a spouse or birth/adoption certificate for a child, and an original police clearance for applicants over 18 covering the previous six-month country of residence; renewal lists an application letter. Its general guidance requires official English or French translations of the named civil-status, diploma and police-clearance documents and an original police clearance. Article 18 permits residence with family and multiple entries; work or another activity is allowed only as authorised by the particular permit, so an unrestricted employment right is not established here. Article 20 describes separate permanent-residence grounds, including L1 after an aggregate ten years of lawful residence, L5 for a spouse of a permanent resident and L6 for offspring of a permanent resident who have reached 25. These are separate applications, not automatic conversion of this M permit. DGIE asks applicants to contact it before applying for permanent residence.

- DGIE general permit rules, filing grace periods and document language
To the applicants applying for residence permit for the first time, grace period is 15 days upon arrival in the country. After that period, penalties will be applied, immediately as stipulated by the law.
A grace period of 5 days after a permit has expired ,is allowed for a person to either depart or renew the permit without a penalty; otherwise, the person will be subjected to a penalty and a permit extension may be denied.
Diploma, Police Clearance, Marriage certificate and Birth Certificate, should be officially translated in English or French. Police Clearance should be original only.
Immigration officers to certify a copy of other documents if the applicant is in possession of original documents.
