What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A temporary residence permit (TRP) - confirmation of the right to live temporarily in Russia until a residence permit is obtained - issuable without the government-approved quota; it is a residence permit category, not itself an asylum procedure.
