Which family relationships qualify?

A foreign national married for at least three years before applying to a Russian citizen permanently residing in Russia, or married to such a citizen with a common child born (adopted) in that marriage.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The TRP is processed and issued by the migration divisions of the territorial MVD bodies; decision within 4 months of acceptance, or 60 days for a foreign national who arrived visa-free. The TRP is valid three years unless the law provides otherwise, and the holder may not choose a place of residence outside the region where temporary residence was permitted. A residence permit may be issued to a foreign national who has lived in Russia at least one year on the basis of a TRP. The official source does not state the work or other rights attached to the TRP.
