What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Temporary asylum: the possibility for a foreign national or stateless person to stay temporarily on the territory of the Russian Federation.

Which population, circumstances or geographic group does the mechanism cover?

Temporary asylum may be granted to a foreign national or stateless person who (a) has grounds for recognition as a refugee but limits themselves to a written application asking to be allowed to stay temporarily in Russia; or (b) has no grounds for refugee recognition but, for humanitarian reasons, cannot be expelled (deported) from Russia.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

In Moscow temporary asylum is processed at Kirpichnaya Street 32 bldg. 1 (Department for refugees, temporary asylum and forced migrants); in St Petersburg and the Leningrad Region at Rimsky-Korsakov Prospekt 39. For other regions the information must be checked with the migration divisions at the place of stay, where temporary asylum is processed, or on the MVD website (regional "Migration issues" section).

What happens after the request: registration, family handling, major support and rights where officially stated?

With temporary asylum a person may apply for a temporary residence permit (TRP) either in a simplified procedure without the quota, if grounds exist, or in the ordinary procedure after obtaining a quota; they may also apply for a residence permit, and since 11.08.2020 temporary asylum status is not annulled when a residence permit is obtained. The official source does not state registration, family handling or support during the procedure.

In Moscow temporary asylum is processed at the Department for Refugees, Temporary Asylum and Forced Migrants, 32 bldg. 1 Kirpichnaya Street (tel. +74953651328). In St Petersburg and the Leningrad Region it is processed at 39 Rimsky-Korsakov Avenue, St Petersburg, with the schedule and appointment procedure on the Ministry of Internal Affairs (MVD) website. For other regions, information must be obtained from the migration divisions at the place of stay where temporary asylum is processed, or on the мвд.рф website under the region's 'Migration issues' section.
