Which family relationships qualify?

A foreign national who has a parent (adoptive parent, guardian or custodian), or a child born (adopted) in marriage with a Russian citizen permanently residing in Russia, or an adult child, who are Russian citizens permanently residing in Russia; the residence permit is issued without a prior temporary residence permit.
