Which family relationships qualify?

Family members of a State Programme participant: spouse; children, including adopted or under guardianship; the spouse's children; parents of the participant and of the spouse (including adoptive), the spouse of the participant's or the spouse's father/mother, siblings of the participant and spouse; children of those siblings (including adopted or under guardianship); grandparents and grandchildren of the participant and spouse.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The repatriate: a compatriot taking part in the State Programme under the repatriate procedure (concept introduced from 1 January 2024 by Presidential Decree No. 872 of 22.11.2023), from among Russian citizens permanently living abroad as of 24 February 2022; persons who voluntarily renounced Russian citizenship; persons born or permanently resident in the RSFSR who formerly held USSR citizenship; and persons with direct-ascending-line relatives born or permanently resident in the RSFSR, the Russian Empire or the USSR within Russia's state border.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Family members are included in the repatriate's application: copies of identity documents of the applicant and the family members included in the application and copies of documents on their family status, with originals presented; copies of birth certificates of the applicant and included family members, with originals presented.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Family members are named in the participant's certificate, issued for five years; when it expires the participant loses participant status and the listed family members lose family-member status. After obtaining visas and moving, participants and their family members obtain Russian citizenship under a simplified procedure (Article 16, Federal Law 138-FZ of 28.04.2023). Repatriates may choose any Russian region; repatriates who obtain participant (family-member) status are not granted state guarantees and social support.
