For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

A visa is required for nationals of the third countries listed under Regulation EU 2018/1806 (list published on the Romanian e-visa portal); nationals of states marked on that list must also obtain an invitation endorsed by the General Inspectorate for Immigration to submit with the short-stay visa application.

The uniform (type C) visa may be issued for tourism, business, visits to relatives or friends, cultural, sport, official visits, medical reasons, study and other purposes.

What maximum stay, rolling-period rule, validity and entry rules apply?

Romania issues visas for stays of no more than 90 days in any period of 180 days; a uniform visa can have one, two or multiple entries. At entry, previous Schengen stays must not exceed 90 days in any 180-day period, and the holder may stay only for the duration stated in the visa.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

The passport must be valid at least three months after the planned exit from the member states, have at least two free pages and have been issued within the last 10 years. Applicants must provide purpose-specific documents, travel medical insurance, proof of means of subsistence during the stay, proof of return or onward travel, and proof of fee payment. Insurance must cover the whole Schengen territory and stay, with minimum coverage of EUR 30,000.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The application is lodged in person at the Romanian diplomatic mission or consular post chosen (competent for the applicant's domicile or residence) at the scheduled date and time; the applicant signs the form before consular staff and pays the fee. The validity of a uniform visa may be extended by a visa sticker; the General Inspectorate for Immigration extends visas in ordinary passports and the Ministry of Foreign Affairs those in service or diplomatic passports.
