Which types of residence count fully, partially or not at all where the official rules specify this?

Residence for study purposes counts at half; residence under a short-stay visa, a diplomatic or employment visa, or as a seasonal worker or au pair is not taken into account. Holders of a temporary residence right for studies, asylum seekers, beneficiaries of temporary humanitarian or temporary protection, short-stay/diplomatic/work-visa holders and seasonal or au pair workers cannot obtain the long-term right of residence.

What absence/continuity rules affect accumulation of the qualifying residence period?

The stay is continuous if absences are shorter than 6 consecutive months and do not exceed 10 months in total, and no removal measure was ordered; documented time abroad in international transport activities is not counted as absence.

What other major conditions apply, how is the status obtained, and what renewal, document-validity, retention or loss rules matter?

The long-term right to stay is requested from the General Inspectorate for Immigration territorial unit in the county of residence and, if approved, the documents for the long-term residence permit are submitted. Proof of financial means is not required for family members of Romanian citizens. Applications are decided within 6 months, extendable by 3 months, with a written answer within 15 days; after a positive answer the permit documents must be filed within 30 days. The long-term right ceases, among other cases, after absence from Romania exceeding 12 consecutive months unless the holder had temporary residence in another EU member state.
