What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is the asylum and refugee status mechanism under Law No. 41-2021: applicants request protection from the competent authorities and undergo a refugee status determination procedure.

Which population, circumstances or geographic group does the mechanism cover?

Law No. 41-2021 lets the Congolese State grant protection and asylum to any foreign person on its territory, including its extraterritorial domains (embassy, permanent representation to international organisations, consulate, trade office). A refugee is anyone outside their country of nationality (or, if stateless, of habitual residence) with a well-founded fear of persecution for race, religion, nationality, membership of a particular social group or political opinion, and also anyone forced to leave their country because of aggression, external occupation, foreign domination or events seriously disturbing public order in part or all of that country. In a mass influx, people fleeing armed conflict or serious human-rights violations are admitted temporarily.

Article 2 states that a person fleeing the country of nationality or habitual residence reaches the border of Congolese territory and requests protection from the competent authorities. What happens after the request: registration, family handling, major support and rights where officially stated?

Where case-by-case determination is not possible, refugee status can be recognised prima facie through a collective (group) determination, under which each member of a group displaced in the same circumstances is considered a refugee unless proven otherwise (Article 4). Article 18 refers to a provisional residence permit renewable every six months. Article 19 refers to a right to a refugee identity card and to a refugee travel document. The official source does not state registration steps, family handling or material support during the procedure.
