Which citizenship, status or regional agreement creates the person's right to move/reside?

Citizenship of a GCC member state: under Article Three of the GCC Economic Agreement, GCC citizens receive the same treatment as nationals in any member state, including in movement and residence.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

Non-GCC companions residing in a GCC state who travel with a GCC citizen (or a first-degree family member of the citizen) can get a companion visa on arrival, provided their residence permit there is valid for at least six months; it is granted for one month, extendable to six months.
