Which citizenship, status or regional agreement creates the person's right to move/reside?

Beneficiaries of the Withdrawal Agreement are UK nationals and their family members who resided in Portugal during the transition period, up to 31 December 2020, and who had acquired the right of residence under Law 37/2006 of 9 August (as amended), maintaining that situation continuously up to the date of the request.

What entry, registration or residence-document formalities remain?

From the moment 5 consecutive years of legal residence are completed, an appointment is requested via the AIMA Contact Form (Subject BREXIT > appointment request for transition from temporary to permanent residence – Art. 50 TEU), with proof such as passport, 5 years of bank statements, work/service contracts, IRS returns, tax assessments, pension domiciliation or school enrolment.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Family members of Withdrawal Agreement residence holders: spouse or partner in a durable, stable relationship formed before the end of the transition period and maintained; dependent direct ascendant; direct descendant, dependent or legally adopted (under 21) — each already in Portugal. Family members of UK nationals may request the transition to permanent residence. The official source does not state the family members' broad rights, such as work.
