What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Temporary protection status under Law 67/2003 of 23 August; since March 2022 Portugal has applied the temporary protection regime to Ukrainian citizens and their family members displaced by the war in Ukraine who cannot return.

Which population, circumstances or geographic group does the mechanism cover?

(1) Ukrainian nationals and their family members displaced on or after 24 February 2022 who cannot return due to the war; (2) other nationals who document being family members of those persons; (3) other nationals who document legal residence in Ukraine on a valid permanent residence permit granted under Ukrainian law before 24 February 2022 and whose safe and durable return to their own country is proven impossible; (4) stateless persons who prove being family members of (1) or permanent residents of Ukraine.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

The request can be submitted online on the SEFforUkraine platform (sefforukraine.sef.pt); after submission it is validated by AIMA, I.P.

What happens after the request: registration, family handling, major support and rights where officially stated?

The status is formalised by a Temporary Protection Certificate, i.e. a residence title under the temporary protection regime, which assigns each person a tax number (NIF), social security number (NISS) and National Health Service user number (SNS). Validity of temporary protection titles was extended until 4 March 2027 by Council of Ministers Resolution 53-A/2026 of 12 March, effective 5 March 2026. The official source does not state how family members are handled during the process.
