Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

The checked official sources did not provide enough route-specific evidence to confirm the bases on which the person may reside.

Limits of the record
  • CAIXA_ERRADA: the five consecutive years and family-link maintenance material belongs to free_movement_seo.r5 (answered in this pack). The permanent-card page does not list residence bases (worker, self-employed, student, self-funded); the only 'who' statement (third-country family member holding a residence card) is cited by the protected R1 answer.

What entry, registration or residence-document formalities remain?

The permanent residence card is requested before the residence card expires, through the AIMA Renewals Portal (the channel from 1 July 2026); AIMA schedules in-person biometric collection if needed. Maximum processing time is three months. Requirements include five consecutive years of legal residence, a valid passport and the residence card being renewed.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Third-country-national family members of nationals of the EU, Iceland, Liechtenstein, Norway, Andorra and Switzerland who hold a residence card; for family members by marriage or by de facto union, the family link on which the previous card was issued must continue or have lasted 5 years. The official source does not state the broad rights of these family members.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

The permanent residence card, which formalises the right of permanent residence in Portugal, can only be requested by a third-country-national family member of an EU national after five consecutive years living legally in the country. Where the family link is by marriage or by de facto union, proof is required that the link on which the previous residence card was issued still holds or held for a period of 5 years (e.g. updated marriage certificate; joint IRS tax returns or joint bank accounts). The official source does not state permitted absences or other retention conditions.
