Which citizenship, status or regional agreement creates the person's right to move/reside?

The right of entry, permanence and residence in Portugal covers nationals of EU countries, the EEA, Andorra, and Switzerland, as well as their family members, under Law 37/2006 of 9 August (as amended).

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

The EU/EEA/Andorra/Swiss national declares under oath one of these bases: exercising a subordinate or independent professional activity in Portugal; or having sufficient resources for themselves and their family members plus health insurance, where the Member State of their nationality requires this of Portuguese nationals; or being enrolled in an officially recognised public or private educational establishment, proving sufficient financial resources for themselves and their family members and holding health insurance, where the Member State of their nationality requires this of Portuguese nationals.

What entry, registration or residence-document formalities remain?

The Certificado de Registo must be requested at the Câmara Municipal (city council) of the area of residence, if the EU national remains in the country for more than 3 months and up to 5 years, within 30 days after the 3-month mark. The minimum issuance period is 1 month.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

A family member who accompanies or joins an EU national covered by the worker/self-employed, sufficient-resources or student grounds is covered. The relationships referenced are: spouse or partner (proof of the family relationship or partner status), direct descendants under 21 or dependent on the EU national or on the spouse or partner, and dependent direct ascendants of the EU national or of the spouse or partner. The official source does not state the broad rights family members receive or distinguish non-EU family members.
