What exactly is the official special programme/status and why does it exist?

The CPLP residence permit, for nationals of states where the CPLP Mobility Agreement signed in Luanda on 17 July 2021 is in force; following Law 9/2025 of 13 February it is issued in the uniform model. The official source does not state why the programme exists beyond the Agreement.

What circumstance, event, relationship, nomination, invitation or status activates access?

Access currently requires first obtaining a consular visa issued expressly for this purpose at a Portuguese consular post.

After the visa, an in-person appointment at AIMA is needed to collect biometric data and hand in documents; the appointment is set when the visa is issued (see the visa observations field).

The result is a temporary residence permit in the same uniform EU model as any other temporary residence permit, valid for 2 years on a new grant. Family inclusion and what happens if the qualifying circumstance ends are not stated.
