What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is EU temporary protection (Directive 2001/55/EC mechanism, invoked by the EU on 4 March 2022): a special procedure triggered by a mass influx of persons who cannot return to their country of origin, granting displaced persons immediate temporary residence and certain rights through a simplified administrative procedure compared to international protection.

Which population, circumstances or geographic group does the mechanism cover?

In connection with the mass influx from Ukraine from 24 February 2022, it covers Ukrainian citizens who arrived legally in Poland from 24 February 2022; stateless persons or non-Ukrainian third-country nationals who before 24 February 2022 benefited from international or equivalent national protection in Ukraine; spouses and minor children of those persons, and minor children of their spouses; stateless persons or third-country nationals who legally resided in Ukraine on a valid permanent residence permit and cannot return safely to their country or region of origin; children born in Poland from 24 February 2022 to beneficiaries. Those excluded include, among others, holders of permanent, EU long-term, temporary residence permits, refugee status, subsidiary protection, humanitarian or tolerated stay; international protection applicants; persons who already obtained temporary protection in another EU member state; persons who crossed on a local border traffic permit; EU citizens.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

An entitled foreigner who came to Poland to benefit from temporary protection may remain until it expires provided a PESEL number with UKR status is obtained; the application for its assignment must be submitted no later than 30 days from the date of entry, otherwise temporary protection expires. Residence of beneficiaries is currently deemed legal until 4 March 2027. The official source does not state the office where the PESEL UKR application is filed.

What happens after the request: registration, family handling, major support and rights where officially stated?

A PESEL number with UKR status is the official certification of the right to reside in Poland and related rights. Beneficiaries can obtain a trusted profile and, via the mObywatel app, the digital "Temporary Protection Document", which confirms identity and status, serves as an electronic residence permit and allows multiple crossings of the Polish border without a visa (with a valid travel document) and movement within the Schengen Area. The right of residence is lost, among other cases, by leaving Poland for more than 30 days, obtaining a temporary or permanent residence permit, applying for international protection or receiving temporary protection in another EU member state; it can be regained on legal re-entry if the conditions are again met. The official source does not describe family handling or support benefits.
