Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The application is submitted electronically through MOS while the child is in Poland (applications from abroad are not permitted) and is considered by the voivode competent for the place of residence; the applicant then appears at an appointment at the provincial office. The requirement to apply during a legal stay does not apply to a minor child of a Polish citizen under parental authority. It is decided within 6 months of a complete application. The permit is granted indefinitely with a residence card valid 10 years and re-issued each time for 10 years; it allows work on the same terms as Polish citizens. It expires on obtaining EU long-term resident status or Polish citizenship, and leaving Poland for more than 6 years is a ground for revocation.
