Applicants must provide either evidence of sufficient funds genuinely available to meet their reasonable maintenance and accommodation costs for the duration of the visa, or proof of sponsorship by a suitable person, organisation or Government agency in the form of a written undertaking for their maintenance and accommodation. They must also meet the character, health, travel and medical insurance, and financial capacity requirements, unless waived by the Governor.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applications are made on the completed approved form with the application fee, unless waived by the Governor. A settlement visa expires two years after issue. A holder who has lawfully resided on Pitcairn for more than 18 months and has not been absent for more than four months during the visa may apply for permanent residence before the visa expires; permanent residence cannot be granted until more than two years of lawful residence, but processing may start on an application made after 18 months. The official source does not state the holder's rights, such as work.
